Ideas for a kid-safe strong attic ladder?

I’m pretty handy, just bought a house that has access to the garage attic without a ladder. I’m trying to think of the strongest ladder/stairs I can build/buy that kids can’t get to very easily. I like the idea of a permanent ladder against the wall, but my wife is worried about kids playing on the ladder/getting into the attic unsupervised.

Mount the ladder against the wall and attach panel of plywood over it. Hinges on one side, latch on the other.
